1. From the Exchange Admin Center  (https://server-address/ecp) navigate to Permissions - Discovery Management (for admin roles) 

2. Click the pencil icon and click + to add the role

3.  Search for ApplicationImpersonation, click Add and Click OK 

4. Click Save
